The following algorithm is the procedure to rate USCF events.
The procedure applies to two separate rating systems:
the Quick Chess (QC) system, and the Regular system.
The QC system governs events with time controls of G/10
through G/29.
Regular events have time controls of G/30 or slower.
The formulas apply to each system separately.
This algorithm also distinguishes rating
calculations between ``full-
'' and ``half-'' events.
